The Volstead Act, or National Prohibition Act, had been passed on 28 October 1919. It banned “the manufacture, sale, or transportation of intoxicating liquors within, the importation thereof into, or the exportation thereof from the United States…” It had required a change in the US Constitution to get the act passed, which the Congress had finally done on 16 January 1919, when it ratified the 18th Amendment.
